According to a Coin World article, the US Mint does sometimes resell their returns, as they dis with their gold Mercury dimes, a few years back, when they still had a 30-day return policy and flippers would buy large lots and return if they couldn't rapidly flip the sold out coins. Naturally, the Mint doesn't want it advertised that they resell returns, because nobody is excited about buying someone else's rejects, even if they pass their resale standards.
